SiO4 tetrahedrons share all oxgens at corners each other and form 3 dimensional framework.

SiO2 is neutral by sharing all oxgens in SiO4 tetrahedron. So, pure "tecto"silicate is oxide from strict point of view and it may not be able to form salt.
It can act as anion when a part of Si4+ is substituted by Al3+, B3+ and others.
